Minutes of the Meeting of Granborough Parish Council
Held in The Village Hall on Tuesday 6th December 2011 at 8pm

Attendees:  Cllr Bunyan (Chair), Cllr Doncaster, Cllr Skinner, Cllr Swinson,
 Cllr Thompson, Clerk Victoria Firth and 0 members of the public

172. Receive Apologies; Cllr Wright, District Cllr Blake

173. Open Forum for Parishioners; No residents present

174. Declaration of interest in items on the agenda; No interests declared

175. To confirm the minutes of the last meeting;
Minutes of meetings held on 18th October and 30th November were confirmed as a true record

176. Vacancy;
The Council was informed that Cllr Herbert has resigned. A notice has been displayed and the Returning Officer informed in line with regulations. If a poll is not sought by the electorate, the Council will be free to Co-opt a suitable replacement. Clerk to advertise the vacancy in the Parish Magazine and on the Website.

177. Finance;

a) Accounts for October 2011 were agreed

b) The Council resolved to accept the budget and precept request of £16,500

c) The following cheques were issued;

461 Clerk Pay & Expenses Oct £***.**, 462 AVDC Dog Bins £248.35

463 Myriad Contracts £252.00, 464 Inspire Conservation £3,696.00

465 James Tattam Joinery £600.00 466 Clerk Pay & Expenses Nov £***.**

467 Lynch Garden Services £70.00

d) The Clerk informed the Council that advice from the SLCC and neighbouring Clerks is that it is necessary to register for PAYE even though earnings are below the NI Threshold and that it is expected that there will be no cost to the Council. Clerk to contact HMRC and register Granborough Parish Council.

e) The Clerk will place a notice on the notice board, website and in the magazine regarding the new grant application procedure. Letters will be sent to any previous grant recipients who will not see these notices.

178. Planning; Councillors were informed that the planning application for 4 Marston Road has been withdrawn and the application for Hogshaw Road Farm is still pending consideration.

179. Highways, Footpaths & Footways and Street Lighting;

a) There were no new issues raised at this time

b) The following update was received on outstanding issues;

02 Footpath Village Hall to Crown Pub – Scheduled but no date assigned

31 Salt Bins – bins provided, issue closed

36 Marston Road Line Re-painting – Highways still awaiting a quote

40 Children crossing signs ordered, expected January, children playing signs
refused, must be a playground not just a green.

41 White lines near the bus stop exiting the Village towards Winslow have been
thickened to help prevent traffic crossing the centre. Issue Closed.

43 Gate Broken at the end of the footpath from Church Lane to Hogshaw Road,
this has been mended. Issue Closed.

45 Gate catch at the playground has been removed by someone with tools. Roy
Randles kindly replaced the catch, the police were informed of the theft.

c) Donate-A-Gate, Rights of Way department will be contacting the Land Owners to ask permission to replace the first and last stiles on Footpath 6 which runs opposite the Crown Pub, parallel to Green End.

d) Granborough have submitted the footpath issue mentioned above (Issue 2) and repairs to Hogshaw Road for the Delegated Budget.

e) It was resolved that the Clerk will place a notice in the Parish Magazine, asking residents to use grit from the bins on roads and paths only, not private property.

180. Recreation Ground;

a) Inspection Reports; no action is required at this time.

b) The quote from Myriad Contracts for replacing the missing support on the basket ball pole was too expensive. Clerk to see if the part can be bought separately.

c) Clerk to contact Sidley’s to start negotiations with the Diocese for extending the playground lease.

181. Street Lighting Project;

a) Street Lights on Bates Close, Church Lane and Green End have been reported to Eon, all are now working.

b) Setting a date for a working party meeting is deferred to the next meeting.

182. Village Plan;
Survey results are now loaded onto Survey Monkey. Hard data has been collated and analysed but soft data is yet to be quantified. A meeting will take place in January to discuss writing the plan document.

183. Updates and Actions for the Council from Outside Bodies;

a) Local Area Forum, deferred to the next meeting

b) NBPPC, Cllr Doncaster will attend the next meeting in January

184. War Memorial;

a) Work to the memorial is now complete and the report has been received by the Clerk. The Council are concerned that the lettering is not clear enough; the Stone Mason advises that due to the weathering on the surface of the stone, he would not recommend re-cutting.

b) The work is now complete and the Clerk will forward the cheque once the War Memorial trust have confirmed they are happy with the report.

c) The War Memorial Trust have been sent a copy of the report from the Stone Mason, and asked to release the grant.

185. Incinerator;

a) The Council have responded to the original planning application and don’t feel it is necessary to respond to the amendments.

b) Whilst the idea of a Parish Group to oppose the planning application seems a good idea, it was felt that this role should be falling under the LAF and Cllrs would prefer to make their opposition clear through this forum.

186. Bulk Refuse;
This has become a payable service and previous usage figures indicate that it is rarely used by residents. The Council therefore resolved not to use the service going forward.

187. Dog Wate Bins;
The Council were asked to state their intention to continue using AVDC or seek their own service company. It was considered unlikely that a better value service could be sourced and the Council resolved to continue using AVDC in the short term.
188. Parish Online Mapping Service; The Council resolved to subscribe to this service.

189. Airspace Change Proposals; The Council decided not to respond to the change in approach procedures at Cranfield Airport.

190. Drop Box; The Council resolved to allow the Clerk to store all documents on Drop Box for a trial period of a year. This is a free, off site back-up service but space is limited.

191. Clerks Report; no queries were raised

192. To agree the date of the next meeting; 10th January 2012.
